Why doesn't my unity project have 'Create > Rendering' menu

There is no Rendering  menu in 'Create' on the first image.

The package 'Lightweight RP' is already installed.

What's the point?

 In the 'package manager', you can see Built-in packages.
As I did, you might missed some built-in packages.
In my case, XR - Wind - VR have been installed in turn and VR make Rendering enabled.
And 'IMGUI' required.
